Policy Title:
Hiring and terminating temporary employees (excluding agency temporaries)
Purpose:
The purpose of this policy is to address
the hiring and terminating of temporary employees in departments without
an approved temporary employee budget.
Policy:
Villanova University permits,
with the approval of the appropriate Vice
President and the Budget Office, the hiring of
temporary employees as an interim replacement for currently vacant full or
part-time positions.
Procedures:
I. Procedure for reviewing the status of
current temporary employees:
In departments without an approved
temporary employee budget, Human Resources will identify all temporary
employees and respective length of temporary employment. If the employee
has been in a temporary position for a period greater than one year,
Human Resources will inform the department that the employee has exceeded
temporary status and must be inactivated using the Personnel Action Form (PAF).
If the term of employment is less than one year, Human Resources will
notify the department of the temporary employee policy and will provide a
grace period (normally not to exceed three (3) weeks) prior to
making the temporary employee’s status inactive (PAF). All temporary
position control numbers identified in this procedure will be cancelled
from the position control system, excluding departments with temporary
employee budget lines.
II. Procedure for requesting a temporary
position in departments without a temporary employee budget
Complete an Employment Requisition Form;
attach a job description in the current format and explain the need for a
temporary employee
Identify for the Budget Office how the
temporary employee’s salary will be funded
Follow the normal signature and
recruitment process for filling a vacant position (posting is optional)
Note:
Temporary Employees will be assigned a temporary position number and their
initial employment should not exceed six months. The department
supervisor is responsible for not exceeding the initial term of
employment. This will also be monitored by the department and Human
Resources. When the temporary employee reaches the end of the initial term
or six months, the employee should be terminated and the position
cancelled or the position must be requisitioned again with a justification
of the need to continue the position. In no case will a temporary
employee be permitted to be active for more than one year.
